According to Article 16 paragraph 12 of the IKN Law and its explanation, the transfer of land rights (HAT) through the buying and selling mechanism in the Nusantara Capital City requires approval from the Head of the Nusantara Capital City Authority. Article 20 paragraph 1 of Presidential Regulation 65/2022 also emphasizes that any transfer of HAT through buying and selling can only be carried out after obtaining approval from the Head of IKN.
