Memorandum of Understanding between the Ministry of Transportation and Indonesian National Police: Changing Requirements to Obtain Port Clearance?

Earlier this year, the Directorate General of Sea and Communication of the Ministry of Transportation and Indonesian National Police entered into a Memorandum of Understanding No. HK.201/1/3/DJPL/2020 or No. NK/2/1/2020 re. Implementation of Law Enforcement in Shipping Industry (“MoU”).

The MoU is to serve as a guideline to improve the coordination synergy in conducting law enforcement within the shipping industry, but recent news are indicating that the MoU presumably has caused a disturbance in the shipping industry.
