Biography

Mr. Chen Shu Yuan is the Managing Partner of Thanlwin Legal and a Committee Member of Myanmar Bar Association, and he is also the Director of Myanmar China Business Association.

Mr. Chen advises strategic investors, developers, borrowers, lenders and in all phases of investment projects in Myanmar. Mr. Chen has been recognized as a top tier business lawyer in Myanmar with a special focus of advising Chinese speaking clients on their investments in Myanmar with different varieties. He has also been recognized by IFLR 1000 as a Highly Regarded Lawyer who is specialized in Myanmar banking and finance sector.

Mr. Chen’s practice covers a broad spectrum of foreign direct investment, mergers and acquisitions, corporate law, sanctions and tax. His specialization spans a wide range of sectors including oil & gas, energy, infrastructure, banking and finance, agriculture, real estate and construction.

Mr. Chen frequently advises both the governments of Myanmar and China to promote and facilitate the bilateral investments and trading between the two countries.

  • China National Petroleum Corporation, retained as the legal counsel of the Myanmar-China cross-border oil and gas pipelines project
  • An international power company, in its USD 14.29 million offshore loan for one of the biggest existing hydro power plants in Myanmar 
  • Asia Myanmar Shining Star, in its Myanmar USD 50 million onshore financing from ICBC’s Myanmar branch
  • CITIC Construction Myanmar, in its USD 2 million offshore loan from its parent company
  • An international electricity investment company, in its 5 solar and plantation combined projects spread throughout Myanmar
  • An international real estate developer, in its USD 100 million investment in renovating a bus terminal in Mandalay city, Myanmar
  • China Civil Engineering Construction Corporation, in its investment of renovating a historical dockyard that built in 1852 and developing of affiliating commercial real estates on the land of 59.521 acres where the dockyard is located
  • Conch Cement, on its acquisition of the entire business of SCG cement in Myanmar

  • Represented China Enterprises Chamber of Commerce in Myanmar as the legal counsel to negotiate with the Chief Governor of Yangon Regional Government for the interests of the employers of garment industry in Myanmar under the current COVID-19 situation, April 2020.
