Biography

Mr. Tseng is the Managing Partner of Thanlwin Legal and the Co-Chair of Legal Committee, AmCham Myanmar. He is qualified in both China and Taiwan.

In Myanmar, Mr. Tseng combines and draws on his international practice experience to offer legal services and counsel in joint venture, investments, mergers and acquisitions, banking, infrastructure and construction, among others.

Mr. Tseng has developed a trustworthy reputation in Myanmar. Mr. Tseng provides ongoing consultancy to the local conglomerates, MNCs, and government bodies.

Mr. Tseng is regularly invited to speak at international conferences on doing business and investments in Myanmar, due to his extensive experience aiding Chinese and international investors entering the Myanmar market.

Mr. Tseng’s legal career spans through various countries in the Asia-Pacific Region and the Greater China Area. He has amassed vast experience across multiple jurisdictions, including Shanghai, Hong Kong, Taipei, Singapore, and Yangon, in corporate transactions, mergers and acquisitions, and corporate counseling.

Representative Experience

  • Represented the Myanmar government for the tendering, development and operation of a special economic zone; led the establishment of 2 industrial parks
  • Advised on the investment on the upgrade of the Burma Road (Mandalay – Muse Highway), a backbone project to China Myanmar Economic Corridor (CMEC)
  • Assisted a tenderer for the Yangon Central Railway Station Project in relation to investment structuring and review of Request for Proposal and Concession Agreement
  • Spearheaded the market entry of over 15 international banks into Myanmar, and managed inter-bank loans and finance projects where the major Myanmar banks and local enterprises are parties
  • Advised on forming a joint venture between the largest securities company in Taiwan and a Myanmar firm to conduct securities business; led an acquisition of a securities company; guided insurance, microfinance, and leasing companies into Myanmar
  • Initiated capacity buildings with of Central Bank of Myanmar, the Myanmar Investment Commission, and the other governmental authorities
